Instead of fishing quotas, which lead to fish being thrown back, what do you think about a suggestion from the EU Commission to instead allow fishermen to catch all they can, but only on a limited number of days.

That could be a better approach.

There would also have to be strict rules, enforcement and penalties in relation to equipment used, especially nets and their dimensions.
