Question : Can you please answer the following questions re Lisbon Treaty: will it turn the EU into a federal state as stated in Article 1 and Article 47 which gives it legal personality. 2. Will we be real citizens of a new federal state as the wording has changed from "complements" to "additional to"?

Answer:

Nothing in the Lisbon Treaty states that the EU is turning into a federal state. Federalism, or a federalist agenda is simply not an issue in the Lisbon Treaty.
Furthermore, the sovereignty of each member is not at all threatened by the Lisbon Treaty.

Legal personality as stated in Article 47 gives the EU the ability to sign international agreement as a union, after *every* single member state has agreed this. Again, nothing to do with federalism.

We will not be citizens of a new federal state. The change of wording from "complements" to "in addition to" reflects our rights and privileges under EU Treaties, and make sure that they are guaranteed to all citizens of EU members states. Again, nothing to do with federalism. Nor does it mean that being a citizen of the EU supersedes being a citizen of Ireland.
